A new “article 4 bis”, resulting from internal negotiations by the senatorial majority, plans to tighten the Valls circular of 2012, which currently supervises regularizations through the manual work of prefects. Currently, around 7,000 undocumented immigrants are regularized each year on the basis of the Valls circular. “With Darmanin’s Article 3, there would have been tens, perhaps hundreds of thousands”, underlines the former secretary general of the Constitutional Council, Jean-Éric Schoettl.
