Despite an initial disagreementsenators Les Républicains (LR) and Centrist Union (UC) ended up agreeing to remove the very controversial article 3 of the immigration bill on the automatic regularization of illegal immigrants in sectors with a labor shortage. A new “article 4 bis”, resulting from internal negotiations by the senatorial majority, plans to tighten the Valls circular of 2012, which currently supervises regularizations through the manual work of prefects. What does this announced turn of the screw really consist of?

Currently, around 7,000 undocumented immigrants are regularized each year on the basis of the Valls circular. “With Darmanin’s Article 3, there would have been tens, perhaps hundreds of thousands”, underlines the former secretary general of the Constitutional Council, Jean-Éric Schoettl.
