Important decision from the IMM Assembly for risky structures: Rental arrangement and zero-interest loan approved

At the last meeting of the IMM Assembly’s March sessions, a change was made for Istanbul in the amount of rent assistance made during the urban transformation process determined by the Ministry of Environment, Urbanization and Climate Change.

Rental aid, which was applied by the Ministry as 1500 TL for a long time, was increased to 3 thousand 500 TL after the 6 February earthquakes.

Only landlords benefit from the Ministry’s rental assistance, and tenants are not paid.

INCREASED TO 4 THOUSAND 500 TL

In line with the unanimous decision in the parliament, the rental assistance was increased to 4 thousand 500 TL and the tenants were also included in the process.

With the decision, the property owners residing in risky 318 buildings where approximately 10 thousand people live, which are determined by the rapid scanning method by the IMM by the IMM, are up to 4 thousand 500 TL, for a period not exceeding 18 months, and 4 thousand 500 TL for the tenants, for a period not exceeding 12 months. The municipal committee was authorized to provide rental assistance of up to 3 thousand TL, for a period not exceeding 18 months, to beneficiaries who do not reside in these buildings.

RENTAL AID WILL BE MADE

Rental assistance of up to 4,500 TL, for a maximum of 12 months, and up to 4,500 TL, for a maximum of 48 months, will be provided to the tenants in other buildings within the borders of the risky area and reserve area under the authority of IMM.

INTEREST IMM, CITIZEN WILL PAY THE PRINCIPAL MONEY

In order to strengthen risky structures, it was unanimously decided to provide interest support for the loans that beneficiaries will use from banks.

IMM management prepared a new financial model for loan support in order to increase the speed of preparations against a possible major Istanbul earthquake and to accelerate the urban transformation activities that came to a standstill in the face of astronomical increases in construction costs.

According to the finance model, this loan will be used by KİPTAŞ, İmar A.Ş, Bimtaş by applying on the Istanbul Renewal platform. While the principal pays the beneficiary, IMM will pay the interest.

The conditions sought are as follows: “The risky structure must have been determined within the scope of the law. Renewal must be agreed upon. The total household income of the beneficiary should not exceed 2 times the net minimum wage. The maximum 10 years for the housing construction loan and the maximum 7 years for the work construction loan. The upper limit of the principal will be 1 million TL. A beneficiary will benefit from interest support for a maximum of one structure.”

RENOVATION OF 25 THOUSAND HOUSINGS IS TARGET

The new finance model was unanimously approved by the IMM Assembly, and IMM President Ekrem İmamoğlu was authorized to sign a protocol with banks.

CHP Member of Parliament Mithat Çelik said that with this decision, it is aimed to renovate between 14 thousand and 25 thousand houses according to the interest rate.

AKP Member of Parliament Muhammet Kaynar said, “They talked as if they were giving 1 million lira loans to all the houses in Istanbul. Not like that. Interest support is given only to those who have their house renewed by Kiptaş. The perception is created as if the whole of Istanbul is solving the risky building problem.”

UNANIMOUSLY ACCEPTED

CHP Group Spokesperson Tarık Balyalı said, “We made an offer before the earthquake. Kiptaş has never had such interest support before. In the proposal that Muhammed Bey despised, 17-18 thousand monthly interest support will be given to each household.”

IYI Party Group Spokesperson Suat Sarı said, “We have not received any rent or interest support in IMM for 20 years. One of the most important initiatives of IMM. If it had been started earlier, Istanbul would have come a long way.” After the speeches, the reports were accepted unanimously.
