Eric Dupond-Moretti, Gérald Darmanin and Sébastien Lecornu can be satisfied. Once again, the draft budget for 2024 gives pride of place to sovereign ministries, in accordance with the programming laws which have recently been ped (Security and Armed Forces) or are in the process of being ped (Justice).
Eric Dupond-Moretti can be pleased to present an increasing Justice budget for the fourth consecutive year. It will reach 10.1 billion euros, an increase of 500 million compared to 2023 and 3.2 billion compared to 2017.
“New major step for Justice”
“2024 will be a new major step in making up for more than thirty years of budgetary, political and human abandonment of our Justice, which the President of the Republic has decided to put an end to. I often say that we cannot repair such abandonment in the snap of our fingers, but I believe that after four successive upward budgets, we are on the right track to succeed in this catch-up,” said the Minister of Justice.
More than 2,100 additional people will be recruited next year by the Ministry of Justice, mainly judges, court clerks and members of the prison administration. Over the five-year period, the objective is to hire 10,000 additional people. The plan aimed at creating 75,000 prison places by 2027 is continuing its progress: 23 penitentiary establishments will be opened at the end of next year, out of a total of 51 planned.
“Unprecedented march” for the Ministry of the Interior
Same satisfaction at the Interior, where the budget will reach 23 billion euros, in accordance with the trajectory set by the programming law voted on at the end of 2022 in Parliament. This represents an increase of 850 million euros compared to 2023. “The programming law has allowed us to take an unprecedented step,” says the Ministry of the Interior.
It is also a political victory for Gérald Darmanin, who was able to maintain this financial trajectory. The very strong demand on the security forces during riots of the beginning of summer worked in its favor. “Matignon and Bercy fought to reduce his budget when he had just had the programming law widely voted for,” says a person familiar with the matter.
The internal security forces will continue recruitment at a sustained pace with 2,653 recruitments planned next year, after 3,000 in 2023. Between 2023 and 2027, 8,500 recruitments are planned after 10,000 carried out between 2017 and 2022. The strengthening of financial resources allows also the renewal of equipment. Finally, it should be noted that a budget line of 200 million euros will be devoted to the security of the Olympic Games next year.
3.3 billion for the Armies
The Ministry of the Armed Forces will also benefit from its programming law , voted on last July. Its budget will increase by 3.3 billion euros in 2024 to reach 47.2 billion. The ministry plans increased investments in several key sectors, such as space (600 million euros), cyber (300 million) and drones (400 million).
Recruitments and salary increases are also planned. The army budget is approaching 2% of GDP and should reach it by 2027 according to the ministry.
