Animal lovers, who wrote letters to the deputies in the parliament, drew attention to the right to life of stray animals. The animal lovers, who also explained their demands regarding stray animals, included the following statements in the letter:
“Dear Deputies, as your voters, we have a request from you before the local elections: ‘The right of stray animals to live’ should be underlined. Animals are not a commodity to be bought and sold. The Animal Rights Law No. 5199 and especially the sixth article of the Law should be meticulously protected.
“SHOULD BE BACK TO THE LIVING AREAS.”
* The distinction between owners and owners should be eliminated. Calling the municipalities, which have not fulfilled their duties for nineteen years, to duty before the elections, is what we, as the people, and especially you, the deputies, should do. What needs to be done for stray animals, as a tax state, is to prioritize the spending of these taxes in the right places. Stray animals should be vaccinated by municipalities (combined vaccination, which is important for all animals, not just rabies), neutered and returned to their habitats.
“HE HAS NO PLACE IN THE CONSCIOUSNESS OF HUMANITY”
*Street animals are residents of their habitats. Man is a part of nature, and living things in nature were created not to serve man, but to return the ecosystem. Cruelty to animals and taking away their right to life have no place in any holy book or in the conscience of humanity.
“IT IS YOUR TASK TO INTERVENE IN ILLEGAL ACTIONS”
*In the news of the attack, it is seen that groups of three-five dogs act together and these images are mostly shared from big industrial cities. However, these dogs are taken and collected and left here especially to shoot videos. Because by their nature, it is impossible for animals to mate on the streets where it is difficult for even a car to enter, and their numbers increase day by day in these narrow areas.
* You are not only the people’s deputies, but also the deputies of the regions where you are elected. Therefore, it is your duty to protect every soul in that region, to defend every soul’s right to life, and to intervene in illegal activities.
*Unfortunately, we, as humans, do not share the planet with animals and do not respect their right to life. However, this awareness should be instilled in children from an early age. “Animal rights” course should be included in the curriculum of the Ministry of National Education and should be taught practically.
“ANIMALS ARE NOT ORNAMENTS”
*Animals are not ornaments. Most of the animals received as gifts end up on the streets. Production should be prevented, the first responsible for the animal population in this context is the state mechanism that allows trade.
*It is necessary to prohibit the animal trade, to control the sale of paid animals and adver in pet shops and veterinary clinics, and to limit the sale of breed cats/dogs. Serious sanctions should also be imposed on those who do not take care of their animals, those who leave them on the streets and those who show violence, this is one way to prevent the animal population.
“THE BUDGET SET FOR ANIMALS SHOULD BE USED ON THEM”
*Municipalities should spend the taxes they receive from the public in the right places. The budget allocated for animals should be used on their behalf; sterilization centers should be established, animal shelters should not be seen as a place of exile for state officials, these places should be given to the supervision of people who are really animal lovers and sensitive to animal rights, animals should be vaccinated, animal shelters should be established in areas that all citizens can easily reach, not outside the city.
“DETERMINANT PENALTIES SHOULD BE IMPLEMENTED”
*The law and inhumane declarations such as “Let’s poison, kill, sell to China and eat” target the innocent and drive the people to grudge and hatred under the name of safe streets, contradict universal human values, the society, family and conscience structure of Turkish people, and also anger children. It should not be forgotten that he left behind a full social life, such discourses and formations should be prevented, and deterrent punishments should be applied to those who cause them.
“IMPRISONMENT SANCTION WITH NO DISCOUNT SHOULD BE IMPLEMENTED”
* Non-deferred and non-reduced prison sentences should be imposed for acts of killing, cruel treatment, torture, abuse, animal fighting, and extinction of an animal generation, and the lower limit of punishment should be determined as 3 years. While determining the amount of punishment for acts involving violence against animals, discretionary reduction should not be made within the scope of Article 62 of the Turkish Penal Code.
* If acts involving violence against animals are carried out by the Ministry of Agriculture and Forestry, municipal officials and people responsible for taking care of the animal, this situation should be considered as “qualified state” and an aggravated penalty should be applied.
“WE WANT THE ACTION TO BE MATERNAL, vaccinated, LIFE AND MADE IT TO LIFE”
*We don’t want animals dying in pain on the streets, being victims of a traffic accident, or seeing images of dog attacks in the news anyway. Let municipalities do their duty, veterinarians, big food companies, ociations and all rights defenders cooperate; animals are left voluntarily to people who love them; We want adoptions to be made, the action of “Neutralize, Vaccinate, Keep Alive” not to remain in words and to be implemented.
These are our demands from you and we expect you to be the voice of 25 million animal rights defenders and animal-loving citizens before the local elections.”
