Pole on two wheels vs. alcohol

As many as 30% of people riding two-wheelers do not know that they are subject to any limits on the amount of alcohol consumed, and about 60% are not aware of the penalties for drunk driving. This is shown by the study “Social perception of using two-wheelers after drinking alcohol”. The report was commissioned by Grupa Żywiec, which has been involved in educational activities on responsible alcohol consumption for years.

The beginning of the year is a month of abstinence for some people due to the increasingly popular Dry January, but for others it is an increased period of carnival parties, from which you have to come home somehow. And since our winters are snowless and getting warmer, we are happy to use two-wheelers all year round.

The vast majority of society seems to remember that alcohol significantly reduces the ability to coordinate movements, reduces reflexes, visual acuity and concentration. About the fact that you must not sit behind the wheel of a car after drinking alcohol – also. Unfortunately, not everyone remembers that vehicles such as bicycles or scooters also have a steering wheel and there are legal consequences for riding them while intoxicated – fines, restrictions, driving license suspension, and in extreme cases, imprisonment.

Grupa Żywiec, in cooperation with the Motor Transport Institute and the Partnership for Road Safety, decided to check what attitude Poles have to driving after drinking alcohol. Research conducted by SW Research in December last year shows that:

– Almost 1/3 of the respondents know a person who drove a traditional bicycle after drinking alcohol, and 1/4 know someone who drove a car in this state.

– Statistically, when returning from a party under the influence of alcohol, a scooter or bicycle will most often be mounted by a man over 50 with higher education and a category B driving license.

– Returning home after drinking alcohol from social meetings/events in the last 6 months, the respondents admit that they most often drove an electric bike (30%) and an electric scooter (27%). They less often point to a traditional bicycle (18%) and a car (9%).

– According to more than half of Poles, people decide to ride a scooter or bike after drinking alcohol because they believe that they have drunk so little that they are able to drive responsibly (57%). Almost every second person indicates that people do not realize that it is a misdemeanor (47%), and more than 20% of respondents believe that people treat it as an alternative to driving after drinking alcohol (22%).

– The largest percentage of respondents are aware that the limit of the permissible blood alcohol content applies to car drivers in Poland (55%). In the case of two-wheelers, over 30% of respondents do not know whether there are any limits for those driving these vehicles.

– Almost 6 out of 10 Poles would support the idea of ​​tightening the law by lowering the alcohol content in the blood to 0.0 per mille in the case of a car. Almost half of the respondents would support the idea of ​​introducing such regulations for electric scooters (49%) and electric bicycles (48%).

– Although 65% of Poles have not encountered sobriety tests in applications for renting electric scooters, more than half believe that they may have an impact on reducing the number of people using this vehicle under the influence of alcohol. Most often, users of electric scooters had contact with “sobriety tests”. [booster 1] (26%), in this case also more than half of the respondents (51%) notice their positive impact.

– Only slightly more than half (56%) of traditional bicycle users wear a helmet.

Dorota Olszewska, president and general director of the Partnership for Road Safety, which is the co-originator of the research, points out: “30% of two-wheelers do not know whether any alcohol limits apply to those driving these vehicles. It also turns out that the knowledge of Poles about the amount of fines for driving under the influence of alcohol is relatively low. Lack of knowledge of these regulations is declared by 49% of respondents in the case of cars and over 60% of respondents in the case of two-wheelers. This is a signal that we should intensify educational activities in this area. We need reliable information campaigns, because regulations alone will not be enough if we do not work to raise awareness and correct attitudes among two-wheelers.”

The law on road traffic imposes the obligation of sobriety on all road users, i.e. in addition to drivers of motor vehicles, i.e. cars, tractors or motorcycles, as well as cyclists and scooter users, i.e. users of non-motor vehicles.

The fine for riding an electric scooter or bicycle (electric or traditional) while under the influence of alcohol is PLN 1,000 in the state after consumption (blood alcohol content from 0.2 to 0.5 per mille; presence in exhaled air from 0.1 mg to 0.25 mg of alcohol in 1 dm3) or PLN 2,500 in the state of intoxication (alcohol content in the blood above 0.5 per mille; presence in exhaled air above 0.25 mg of alcohol in 1 dm3).

“Alcohol is part of our lives, but it should always be consumed responsibly. As a beer producer, we try to spread knowledge about safe behavior related to alcohol through educational activities and campaigns, but also by expanding the offer of non-alcoholic beers. You should never drive any vehicles under the influence of alcohol,” emphasizes Oliwia Tran, Sustainable Development Manager at Grupa Żywiec SA

Research methodology

The survey was carried out on December 13, 2022 – December 21, 2022 by SW Research – the Market and Opinion Research Agency using the online interview method (CAWI) on the SWPanel panel.

As part of the study, 1,409 surveys were conducted, including: Main sample (N=1,009) – a representative sample of Poles according to the distribution of sex, age and town size class, Booster 1 (N=200) – residents of voivodship cities where electric scooters are available ; people who have used an electric scooter at least 5 times in the last 6 months and Booster 2 (N=200) – people who have ridden a bike at least 5 times in the last 6 months.
