Roskomnadzor has developed criteria for blocking sites with information that allows access to resources prohibited in Russia. The order may come into force on March 1, 2024 and will be valid until September 1, 2029. The draft order was published on the portal of draft regulatory legal acts.

The agency identifies seven reasons for blocking:

· description of actions that allow you to gain access to prohibited resources;

· description of access methods and methods;

· encouragement to use them;

· belief in their attractiveness;

· description of advantages;

· offers to purchase access to information or a resource, including programs that allow access;

· the ability to gain access to prohibited resources, including by ing programs.

On September 1, the Ministry of Digital Development of the Russian Federation published a bill that may allow Roskomnadzor to restrict the operation of sites that contain information about ways and means of byping blocking in Russia. VPN services are also not mentioned in the project.

On September 6, Chairman of the State Duma Committee on Information Technologies Alexander Khinshtein said that it is impossible to ban VPN services, as well as hold anyone accountable for their use, since this will not solve the problem of the possible transfer of user data to third parties.
