The lunge of Giorgetti’s adviser: “Landini attempts an undue action by the tax representation”
RIMINI. «The criticisms of the CGIL? Legitimate, but by asking Landini to withdraw the proxy, he is attempting an undue appropriation of the fiscal representation», argues Enrico Zanetti, tax expert, former undersecretary for the economy and today adviser to Minister Giorgetti.

For Zanetti, the real numbers are different, and in a post that will be published on the Eutekne.info website, he explains that «pending the update of the detail of the tax revenue data for 2022, the Istat data for 2021 (in line with those of the previous years) tell us that the total tax revenues of the State amount to 527.63 billion euros. Of these, those deriving from Irpef and from regional and municipal surtaxes to Irpef are 198.47 billion.
Official data from the Department of Finance of the Mef say that around 84% of personal income tax derives from employee income and pensions, therefore of the aforementioned 198.47 billion euros of personal income tax and related regional surcharges, those attributable to employees and pensioners they are 166.71».
«Well, 166.71 billion euros are undoubtedly an important slice of the State’s tax revenues – Zanetti points out – but, out of a total of 527.63 billion euros, they are just over 31% and 31% not only it makes the intermediate bodies of employees and pensioners the representatives of those on whom the tax revenues of the State are in fact based, but not even the “relative majority shareholders”».

Far too convenient to reason like this and it would be time for this claim, to ascribe all revenue to oneself and all tax evasion to others, to end once and for all, otherwise any debate on any tax reform and any plan to fight tax evasion it will continue to be falsified from the outset».
If we add to this that out of 40 million taxpayers, 10 million pay zero taxes as a result of the deductions, we see that «the very large part of the tax due is paid by the 10 million taxpayers with medium and medium-high incomes who are harassed as if were very high» for which – argues Zanetti – «even those 166.71 billion euros objectively attributable to the world of dependent work and pensions) is far from being represented by the confederal trade unions which systematically protect the instances of the lowest incomes and they stubbornly oppose the plans for the revision of personal income tax, such as the one outlined by the draft enabling law for the reform of the tax system, which rightly put at the center of their attention those harassed middle and upper middle incomes.
